John A. Norris, JD, MBA

John Norris
Mr. Norris
Mr. Norris was previously the second-in-command and Chief Operating Officer of the US Food and Drug Administration (FDA). He served as a Life-Sciences, and/or Health-Care, and/or Information-Technology (LS-HC-IT) advisor to a US President and several branches of the US Government. He teaches FDA and Reimbursement Regulation and LS-HC-IT at Harvard University and is an avid industry speaker and writer. Mr. Norris has extensive industry contacts and has served as a key advisor to top pharmaceutical executives, including those at Merck, Pfizer, Glaxo and J&J.

With his expert colleagues, John Norris has helped refine/popularize many key LS-HC-IT concepts, including: Patient-Centered Care (Dr. William Curran; Harvard); Computer-Based Patient Records (Dr. Richard Dick; IOM); Drug-Interaction Prevention Tools (Mr. Al Niemeth; Cornell); Disease Early Detection, Prevention or Minimization (Dr. Yin Yang; Horus); and Free-Narrative-Text Processing/Medical-Knowledge-Processing (Dr. Elmer Gabrieli; CBM).

National Conference Presentations, National Interviews, and Other Honors. Mr. Norris has chaired, sponsored, or keynoted more than 100 national or international conferences, and given more than 100 national or international interviews, on LS-HC-IT topics. In 1976, he received the Jaycee’s prestigious Ten Outstanding Young Leaders award. The first recipient of this award was John F. Kennedy. He’s also served on the founding committees and/or first corporate boards of the International Council for Global Health Progress (ICGHP; Paris), The Society for Computer Applications to Clinical Informatics (SCAMCI), The Massachusetts Health Data Consortium (MHDC), and The eHealth Initiative (eHI). Finally, he’s served as vice chairman of the American Bar Association (ABA) Health Law Committee, and as founding chairman and CEO of the Joseph D. Norris, Esq., Health Law and Public Policy Fund. The Norris Fund sponsors fellowships for FDA and LS-HC-IT-reimbursement training.

Education and Full Biography. Mr. Norris has received postgraduate, graduate, or undergraduate honors in law, graduate business, government, engineering, economics, and political science from Harvard, Cornell, and Rochester. Mr. Norris has written and/or edited many articles in various science, medicine, or law publications and participated in a number of prestigious pharmaceutical and information technology standard-setting organizations, such as the International Conference for Harmonization (ICH). He founded, and was first faculty-editor-in-chief of, the American Journal of Law and Medicine (AJLM) and is a Past Chairman of the American Society of Law, Medicine, and Ethics (ASLME).
